Chief Executive awarded OBE
We’re delighted to share that our Chief Executive, Julian Emms, has been awarded an Officer of the Order of the British Empire (OBE) in the New Year Honours List. This well-deserved recognition for services to the NHS celebrates Julian’s incredible contributions to healthcare and his commitment to improving lives across Berkshire.

Julian shared his thoughts on receiving the award: “I’m deeply honoured to receive this recognition. It’s a reflection of the amazing teamwork and dedication of everyone at Berkshire Healthcare, whose commitment to providing the best possible care inspires me every day. It’s been a privilege to serve our community and work alongside so many talented people.”
Making a difference throughout his career
Julian joined the NHS in 1997 as a ward manager at Wexham Park Hospital in Slough. Through hard work and dedication, he became Chief Operating Officer in 2004. In 2012, he took on the role of Chief Executive Officer after mental health services were integrated with community and physical health services in Berkshire.
Over his 27-year career in the NHS, Julian has driven initiatives to improve patient care, support staff well-being, and champion equality, diversity, and inclusion. His steady leadership has been particularly vital during challenging times, including the COVID-19 pandemic.
Achieving success
With Julian at the helm, we've has achieved some standout successes:
- CQC Rating: In March 2020, the Care Quality Commission (CQC) awarded the Trust an ‘Outstanding’ rating, highlighting our well-led and responsive services.
- Staff Engagement: In 2023, we earned the highest staff engagement score among NHS Trusts, showing just how positive and supportive our working environment is.
Our Chair, Martin Earwicker, said: “Julian’s dedication and vision have made a huge difference to the health and wellbeing of so many people. This award is a testament to his outstanding leadership and commitment to delivering high quality patient care.
